Rules and Regulations Required to Compete

Infractions defined as followed

  1. General Infractions: These will be infractions applied to all events.

  2. Specific infractions: These are infractions that pertain to the event being performed.

  3. Sticking Infractions: These infractions will be for hot sticking and the proper use and will be added to the general infractions.

  4. Gloving Infractions: The improper use or performance while gloving energized material.

  5. Alters to any tool will be judged by the assigned judge.

Details of Specific Infractions

Ten Point Infraction

  1. Dropping or losing of conductor; This would be defined as being unable to hold in position without touching the pole, equipment, other conductors or dropping completely.

  2. Lowering tools or materials without the use of the hand line. All materials will be sent up and down pole with hand line, This will ensure the safety of the competitor and spectators.

  3. Both men climbing or one climbing while other is unsafetied.

  4. Contact with opposite phases or phase and ground at the same time.

  5. Improper installation of any hot line equipment; This is installing any of the hot line equipment in a way other than its manufactured intent. {check with event judge}

  6. Improperly dropping simulated load.

Details of two point infractions;
Note; SEC is Simulated Energized Conductor

  1. Improper cover up; All SEC must be fully covered with IPE while in reach, falling or slipping distance.

  2. Breaking the two point of contact rule while moving SEC. Men aloft while moving SEC must maintain two points of control.

  3. Climbers working or hand line running while either climber is unsafetied.

  4. Safety strap infraction; Both snaps must be hooked on D rings while climber is performing work or climbing.

  5. Improper use of hand line; Running of hand line while twisted. Improper hanging or supporting of materials while on hand line. Hanging of hand line as to cause a hazard.

  6. Lose of control of materials; Dropping or hazardously operating with materials.

  7. Improper tool use or wrong tool use; Tools will be used as manufacturer intended.

  8. Lack of communication or poor cooperation between team members; Arguing or displaying discontent with team members or spectators resulting in poor communication.

  9. Extended body contact with any covered conductor.

  10. Improachment of SEC; This is any part of the climber not protected by IPE or tools not approved for hot work.

  11. Cutouts or lose of control; Any descent unplanned or action not intended. This also covers ground person.

  12. Maintaining all tools and materials in defined work site; The event must be defined to an area to ensure that it doesn't encroach on another event or spectators.

  13. Improper use of PPE; { hard hat, glasses, gloves, FR clothing, foot wear }

  14. Lose of hard hat;{ Not wearing or dropping hard hat and improper placement which impedes line of sight.

  15. Lose of control of a tool or material; All tools and materials must be installed or supported by hand line or lowered to ground for safe storage.

  16. Poor housekeeping;{ placement of any item in which could cause a tripping or falling hazard.

  17. Going over the mean time :{This is a time pre-established time in that the WCLR feels is a safe time to complete the task.

  18. Hand line transit ;{First climber takes the line last climber brings it down. Note the pulley will be sent down the line not dropped it will also be marked by saying head ache or line down.

  19. Improper lineman apparel ;{Tools will be inspected at each event the contestant must ask to have them inspected failure will result in infraction. Rubbers included, must be in bag with cuffs down.

  20. All skinning knives will be folded or sheathed so no blade is exposed. Note this means any sharpened devise.

  21. Hot stick encroachment ;{Any work or contact made past the marked safety zone while tool is being used for energized work.

  22. Rubber gloves not worn ground to ground. This will be the proper class or rated glove for the event.

  23. Failure to have both mean aloft while working on SEC.

  24. Practice of mystery event on rodeo grounds.

Disqualification infractions

  1. Unprofessional behavior.

  2. Practice on event poles or event itself.

  3. Performing event while being judged by judge from same company. {this includes judge}

  4. Sabotage of any tool or material to hamper use of item.

  5. Any team who protest two events any doesn't have them either reversed. {Meaning any team who disputes a call twice and neither is found reversible.}

All protests will be made with master judge and participating judge.
